办理条件:

一、已办理（工商局）企业名称预先核准；

办理程序:

申请人到受理窗口递交申请材料并领取回执——审批部门批复并代向技术监督部门申请企业法人代码证赋码——申请人到受理窗口领取批复文件、批准证书——申请人到工商部门办理登记手续，并到国税、财政、外汇管理局、海关等部门办理相关手续。

办理期限及服务承诺:

材料齐全、符合法定形式起10个工作日内办结；材料不齐全或者不符合法定形式的，一次性书面告知申请人有关补充（修改）材料的要求。

办事需提交材料目录:

一、设立外资企业申请书；
 二、可行性研究报告；
 三、外资企业章程；
 四、外资企业法定代表人（或者董事会人选）名单
 五、外国投资者的法律证明文件和资信证明文件；
 六、拟设立外资企业所在地的县级或者县级以上地方人民政府的书面答复；
 七、法律、行政法规和国家产业政策等另有规定及审批机关认为必须的其它材料。
 上述一、三项文件必须用中文书写；二、四、五项文件可以用外文书写，但应当附中文译文.
两个或者两个以上外国投资者共同申请设立外资企业，应当将其签订的合同副本报送审批机关备案。
